Abstract

Smart cities boost economic growth around the world by changing to the smart environment, smart economy, smart technologies, smart human capital, smart infrastructure, and smart governance to improve economic growth and better use of limited resources. We justify the development model of the “smart city” concept in Russia within a green economy approach and the managerial relations of innovative smart projects implemented within the public–private partnership (PPP). Our toolkit allows us to assess the effectiveness of management decisions in the implementation of the “smart city” concept and to carry out continuous public–private monitoring of the effectiveness of innovations in implementing smart PPP projects. To this end, we propose and justify a new indicator of the effectiveness of managerial decision-making, taking into account the quality of the information received during the implementation of innovative PPP projects, which allows calculating the degree of utilization of the potential capabilities of a company participating in a PPP.

Abstract

The chapter considers the significance of the oil and gas industry for the Russian economy. The authors analyze the current state of the oil and gas industry, their specific weight in the structure of Russian GDP, and tax revenues from this industry to the Russian budget that was estimated. We give scenario analysis that considers the problems that the Russian economy may face because of the sanctions, the price fluctuations at the commodity market, and the crisis phenomena in the world economy. The chapter points out that localization of technology production and development of technologies for offshore oil and gas production in the Arctic zone may become an incentive to further ensure import substitution for Russia. At present, the experience of Arctic defense enterprises in the production of equipment for oil and gas production and processing is becoming increasingly popular. The chapter elaborates the most significant examples of the creation of new industries in the Arctic zone, the prospects of seismic exploration on the Arctic shelf, and that localization of production capacities and service bases will allow obtaining a multiplicative incentive for a qualitatively new industrial and infrastructure development of the northern territories. Also, we provide an assessment of the development of liquefied natural gas (LNG) industry, which makes economically attractive use of natural gas on a regional level as LNG opens the way to fuel high-power needs and to long-distance transport.

Abstract

Purpose

The aim of the paper is to present the results of investigations of fine particle generation by small biomass combustion and the possibility of reducing the emissions by electrostatic precipitation.

Design/methodology/approach

The grains, wood‐logs, wood‐, mixed‐ and straw‐pellets were combusted in two stoves and two boilers. The set‐ups were operated according to DIN‐4702. Particle number concentration in the gas flow was measured by Scanning Mobility Particle Sizer and particle mass concentration was measured according to the Guidelines VDI‐2066 upstream and downstream a novel space charge electrostatic precipitator (ESP). The ESP consists of an ioniser and a grounded brush inside of a tube form grounded collector electrode.

Findings

The ESP ensures stable operation at gas temperatures up to 350°C. The use of sharp‐points high voltage electrode ensures effective particle charging at high particle number concentrations. The combustion of wood‐pellets is characterized by lower particle mass concentrations. The highest particle mass concentrations were observed by the straw‐pellets combustion. The ESP ensures particle collection with mass collection efficiency 87±3% for wood‐logs and 82±2% for wood‐pellets combustion.

Practical implications

The novel ESP is recommended for exhaust gas cleaning from small scale biomass combustion facilities and domestic heating units. The use of the ESP would reduce the emissions of fine aerosol into the atmosphere and improve the air quality.

Originality/value

The paper presents the comparative analysis of particle size distribution and particle mass concentrations in the exhaust gas from small‐scale combustion units for different types of biomass. The study confirms the possibility to reduce particle emissions by electrostatic precipitation. The originality of the technology and apparatus is patently protected.
